Proportional Representative System with List of Candidates |
|
| The proportional representative system is partly adopted in elections for National Assembly members, Si/Do council members, and autonomous Gu/Si/Gun council members. In the National Assembly election, 56 of the 299 seats account for proportional representatives. However, in the Si/Do and autonomous Gu/Si/Gun council member elections, 10/100 seats of the number of local constituencies are supposed to be of the proportional representatives. In the case of proportional representative NationalAssembly election, the total number of seats is set first, and the seats for proportional representatives are gained after subtracting the seats of local constituencies that are variable according to elections from the fixed total number. In proportional representative Si/Do and proportional representative autonomous Gu/Si/Gun council elections, the total number of seats is determined by adding 10% of the fixed number of local constituencies for proportional representative seats. |

| Ifa political party is to take part in elections for proportional representative National Assembly or Si/Do council members, it has to make a list of candidates whose number is within the full number of competent elections and submit it to the election commission. In case of the elections for proportional representative National Assembly and local council members, more than half of the candidates endorsed should be female, and odd-ranking candidate must be a female in the list of candidates. In addition, in case of the elections of local constituency National Assembly and local council members to be held due to term expiration, political parties should make every efforts to endorse female candidates, which are over 30/100 of the full number of local constituencies. |
|
Barrier to Entry (Impediment Provision) |
| Seats of the proportional representative National Assembly members are allocated to each political party that has obtained 3/100 or more of the total valid votes or five or more seats in the local constituency election. In an election of proportional representative Si/Do council members, each party that has obtained 5/100 or more of the total valid votes has the right to be allocated seats. When there is a party that has been allotted by the ratio of obtained votes at least two thirds of the full number of seats, the remaining seats are allotted to the other parties by the ratio of obtained votes. This is to prevent a particular party from devouring too many seats and too many parties from obtaining seats. |
